The National Assembly for Wales is the devolved legislature that can make laws for Wales. At the moment the Assembly can make "Assembly Measures" which are the equivalent to Acts, Legislative Competency Order, which transfers law making powers 'piece by piece' to the Assembly, and then for each part of a "Measure" to be implemented it will come with a " Statutory Instrument" of which could be known as Ministerial law in Wales as the Welsh Minister propose them. This activates sections of an Assembly Measure wehenever the Measure tells a minister to.
