In New Zealand, legislation is enacted by the New Zealand Parliament.

The primary legislation is enacted or ammended by an Act of Parliament.

While the Parliament is considering what should be in an Act, the proposed legislation is known as a Bill.

An Act of Parliament may permit subordinate legislation to be set. When this subordinate legislation is set by a Government Department, or Minister, it is normally known as a Regulation. When a local council is permitted to set subordinate legislation it is known as a Bylaw.

The Courts themselves can also set Rules about how the Courts deal with cases brought before them. These court rules have the same status as regulations.
